02. Brief Bio data of Harbans Singh Jalal

Dynasty

He born in a Jat Zimidar family of V. Jalal, Distt Bathinda. Tehsil Phul was then in Nabha State. S Mehar was the name of his father, and S Mal Singh was his grandfather. Jalal belongs to Sidhu clan that is the sub cast of 50% Jat Sikhs. He was the only son of his parents. Smt Chand Kour was his mother who belongs to a reputed Jat Sikh family of V. Dhilwanwala, then in Ferozepore Distt of British rule.

Family Struggle for freedom

V Dhilwan wala was at the junction of three states. Riast of Farid kot, Riast of Nabha, and British Rule. However Dhilwan wala was in British rule but actually it was governed by three rulers. Hence village was victim of cruelty of three rulers. There was a big pond and a thick block of trees in Dhilwan wala.  Movement for Independence was on his peak on these days; hence rulers of three states had become very cruel towards freedom fighters.

Any ruler who order to any freedom fighter for exile from his state, drop them here on the bank of this pond, so that they may take course to any of two other states. Generally freedom fighters were badly tortured by the concerned police, without any cloth, and in very bad physical condition. S Kishan Singh Namberdar, maternal grandfather of Jalal was very sympathiser to these victims. He always provided them food, cloth, shelter, or conveyance as required by them, but under complete secrecy from British government.

After death of only son of S Kishan Singh, this job of service was specificly allotted to Mehar Singh Jalal, father of Harbans Singh Jalal. Freedom fighter generally preferred to migrate to nabha state, being capital for away. Mehar Singh was the host for most of them. He used his friends S Nazar Singh of V Bhagta and S Jagraj Singh of V Kesar Singh wala, an adjoining village of Dhilwan wala, to provide them temporary sheltter.  Giani Zail Singh (President of India) was dropped two times at that pond of dhilwan wala, and was hosted by S Kishan Singh and S Mehar Singh and others. However Nabha state was ignorant about this but network of British rule was taking record of all these activities.

V. Jalal was under mohamdan Kotwal who was sympathiser to British rule and reside in village Jalal. One Jagir Singh was native of Mehar Singh. S Ajmer Singh of V Koir Singh wala, who was friend of Jagir Singh, came to village Jalal to see Jagir Singh. Both take drink out of their control. Ajmer Singh had his licenced 12 bore gun with him. They were going to the cattle house of Jagir Singh, to sleep there. While passing through the street, Jagir Singh desired to try the gun. Ajmer Singh was prohibiting him laoudely. An old man came to his roof to advise them, for not making noise at such late night. Jagir Singh fired which strike the gentle old man, who was advising them from the roof of the adjoining house. Family of Jagir Singh asked Mehar Singh to take care of them. Old man died. Jagir Singh went underground and did not surrender.

Kotwal forced Mehar Singh to contact Jagir Singh to surrender, that was beyond control of Mehar Singh. Kotwal was also suspicious of political activities of Mehar Singh and his group. He falsely involved Mehar Singh. Family of deceased made prayer to Maharaj Nabha for acquittal of Mehar Singh being innocent. Maharaja Nabha came to Mandi Rampura Phul. Whole the Hindu community of Mandi Phul including shop keepers and traders told the truth to Maharaja. Maharaja ordered Mehar Singh's acquittal, but British rule brought forward the report of Khufia police and sentenced Mehar Singh to death. His only son Harbans Singh Jalal was one year old at that time.

Education

Jalal made his earlier study at primary School Jalal. Village had no building for the school. Grandfather of Jalal provided big building to the school. Jalal was socially very active even in his primary school. At the time of examination of fourth class at Phul, Bibi Paro, a mystic lady saint blessed Jalal with her specific style of blessing. Those blessing proved a boon to Jalal.

Jalal got his middle education at Govt High School Patto Hira Singh, now in District Moga.  Even in Ninth class he was efficient reader of English. He studied thousands books in English, Hindi, Panjabi, purchasing from Punjab Book Store Chandigarh, that provides communist and socialist literature. He was sentenced with penalty of nine sticks for this mischief, before the whole school, to take Ninth and tenth class to communist rally in election. However Urdu was not being taught in schools in those days, but for the purpose of reading Urdu newspaper "Hind Samachar" he learned Urdu without the help any teacher.

S Jalal joined D M College Moga for his higher studies. Professor K L Kapoor was his favourite Professor, who was very advanced in English and common science. Here Jalal made thorough study of Carl Marx and other socialist theology, but he hatred the communist governance by Lanin and Stalin at Russia. He turned critique of communist style of governance. He turned towards Philosophy and Psychology. Due to some reasons Jalal had to shift college three times. Jalal joined law at Khalsa College Ganga Nagar, but could complete the degree due to his political activities.

Social Service

Even in his childhood he projected High School at his village Jalal, jointly with his uncle S Jawala, s/o S Dal Singh, by purchasing 7 acres of land, that was then called "Mall Singh Dall Singh High School". This school was kept running for ten years privately. Then Jalal requested S Dhanna Singh Gulshan Union State Minister for Education to take this School in Govt Control. However the standard of the school could not be maintained as earlier. This school gave 20 years advancement to the village and near about area.

Literary Nature

He made comparative study of leading religions, Sikhism with Hinduism, Mohamadanism, Christianity, and jewism. He made thorough study of Psychology, Philosophy, naturism etc. He made study with explanation and analysis  of Shri Guru Granth Sahib, Dasam Granth, Bhagvad Gita, Purans, Kuran, Hadits, and Bible old and new testament.

Sant eisher Singh of Nanaksar blessed him. Sant Narain Singh treated him not as a disciple but as a friend. They visited his house at Jalal, and addressed congregation at his school. Shah Mastana Ji of Dera Sirsa was very pleased over Jalal. Mastana Ji Visited at Village Jalal and addressed congregation at his school. Jalal was connected to Maharaj Gurinder Singh ji through Bahi Shamsher Singh Mukatsar. When Jalal was at USA he wrote two books, namely "Natural Way to Enlightenment" and "Nature, The Origin of Religion"

Political Carrier

Jalal was very close to Giani Zail Singh, then President PPCC. Jalal offered his car to Gianni ji and remain with him as a driver, for about a year until Giani ji became Chief Minister of Punjab. Under circumstances Jalal had to contest assembly election from Phul assembly constituency as an Independent Candidate, against Master Babu Singh Communist Leader, that was close relative of Giani Zail. However Sant Fateh Singh and S Dhanna Singh Gulshan (who became Union State Minister) provided his support at later stage, because Akali Dal had lost his security many times in this constituency to the communist. 

Jalal won Phul assembly seat with a big margin. In the next election Jalal won the seat in spite the opposition of Parkash Singh Badal group, with a margin of two thousands but Giani Zail Singh then Chief Minister Punjab managed to defeat him allegedly declaring four thousands Postal Vote in favour of his relative communist candidate. This time Giani ji's election from anandpur sahib was stayed, and he was camping here. However Jalal got relief from High court, but after dismissal of the assembly. Politically Giani Ji opposed Jalal, but personally Giani Ji provided much love to Jalal, that lasted up to last breath of Giani ji.

However Jalal never became primary member of Akali Dal, neither led by Fateh Singh nor PS Badal. He neither applied for Akali Ticket nor he took oath at Akal Takhat for Akali Dal fidelity, even then he was considered Akali MLA, because Giani Ji refused to admit him back to congress fold due to national decorum of congress. Jalal said good by to Akali Dal, due to opposition by Badal group in his 2nd election, even then S. Badal has become as CM Punjab.

Best Parliamentarian

Jalal was considered best speaker in Punjab Vidhan Sabha. His lectures were based on detective journalism. His criticism relating to Heavy Water that was being produced at Bhakhra Dam, and being secretly supplied to Russia continued for many days, despite many adjournments  and opposition by Communist leaders Satpal Dang, Darsan Singh Canadian, etc. His criticism on "May Day" lasted many days, whereas no akali member was able to utter a single word.

Work for Congress

When Bibi Bhathal as CM Punjab planned to declare 28 reforms mostly in favour of kiasan and labor, S Manohar Singh Gill, motivated to favour Badal, declared code of Conduct much prior to declaration of Assembly elections in Punjab. Jalal challenged it in Punjab High Court in a civil writ petition, made on behalf of Punjab Kisan Form, on his personal expenses. Jalal also opposed the appeal made by Punjab under S Badal in Supreme Court,. Jalal was appointed convenor Kisan and Mjdoor cell by Balram Jakhar National convenor of Kisan and Majdoor cell of AICC. Yadvinder Singh s/o Jalal was appointed by Captain Amrinder Singh, as  President Youth Congress Distt Bathinda.

Elevation to Central Govt.

As Jalal was considered Progressive Journalist. His speeches in Vidhan Sabha attracted many congress leaders as well as S Surjeet Singh Barnala. In the Morarji Desai Govt, Jalal was appointed Member Agricultural Price Commission of India and director IARI, (Indian Agricultural Research Institute) Pusa New Delhi.

Once a delegation of OPIC USA (Overseas Private Investment Corporation USA) came to India, with a purpose to invest in India. Jalal put some Projects before them. Some of them were Production of Edible Protein Flour from cotton seed Kernels by cyclone process, Dehydration of apple pies, those become as fresh on rehydration, etc. Jalal was invited to visit USA by Mr. Strason President of OPIC  USA. Jalal visited USA on this invitation and visited Texas Agriculture University to examine the Pilot Plant for production of Edible Protein from cottonseed kernels, that was of pharmaceutical use also.

Jalal considered this project very suitable for Punjab being cotton producing area. He purchased 7 acre land in municipal limits of Bathinda. He also purchased a big plot for its office in heart of Bathinda. Jalal got licenses for cotton seed crushing and solvent extraction from central Govt. Project was delayed due to technical collaboration and turmoil in Punjab. Later in Badal Govt all the property of Punjab Edibles was grabbed by two "Land-Mfia" groups supervised by Sikandar Singh Maluka.

Victim of "Badal Shahi"

Jalal had two relations in dynasty of S Parkash Singh Badal. His Father-in-laws were half partner in "Dabwali Transport Company" Dabwali.  Jalal was representative from them to the company. Parkash Singh Badal and his brother Gurdash Singh Badal, called "Pass Ji and Dass Ji" were Ticket Checker of that company and both draw salary Rs 500/ per month.

But late under circumstances when Jalal contested assembly election, Sant Fateh Singh supported him. Due to that Badal annoyed with Jalal. Sikander Singh Maluka, that got lift by Jalal, was recognised by S Badal. Maluka under Badal regime and power, grabbed property of Jalal worth 200 Crores, belonging to his company "Punjab Edibles (p) Ltd. Jalal approached High Court namely alleging S Parkash Singh Badal and Sukhbir Singh Badal, but his council Mr Lakhan Pal, was called by S Badal, and case was decided un-contested as dismissed. Annoyed by it, Mrs. Badal directed SSP Bathinda at dera Roomiwala Bhucho Kalan, to "straighten this Jat". Who framed  some false cases against Jalal u/s 295A and 448 IPC. He was always acquitted. Concerned magistrate even made remarks against akali leaders for falsification.

In the previous Badal Govt, year 2007-12, S Ranjodh Singh SHO Zeerakpur, who is relative and close to Maluka, grabbed Rs 55 lakhs cash and electronics worth 5 lakhs, on 26/9/2008, from his rented house at Zeerakp. That place was being used as training school for software development. And another  land-mafia sponsored by Sikander Singh Maluka grabbed 10 acres land of Jalal  worth 5 Crores, situated at V Jalal, by fraud cheating and forgery. Too much atrocities were made by Badal family through S. Maluka. Thank god Jalal is still surviving, passingh through man made clamities.
