A48. THE NEED FOR PRACTICAL STEPS TOWARDS SOCIAL
REFORM IN PUNJAB
Everyone has their own views on social
reform. But I take the meaning of social
welfare, eradication of all forms of corruption
from the society, economic prosperity, clean
environment for good health, means of employment
for everyone, life without fear and inferiority,
social equality, etc. Here are just a few of the
neglected issues. Some more details can be found
in the study of this website.
It has been observed that corruption has
increased due to personal involvement in
distribution of foodgrains, oil and other
commodities and distribution is not going well.
Responsibility for the supply of subsidized
foodgrains and other daily necessities to the
poor should be given to the village, ward
co-operative society.
Rural construction work should be handed over to
Gram Sabhas and Zonal Sabhas by abolishing the
existing contracting system to eradicate
corruption. Now ministers and politicians take
commissions up to forty to fifty per cent, the
contractor earns 25-30 per cent. Only the
remaining amount is spent on the project. With
which the development of the state is lagging
behind.
Contracting for large projects and roads etc.
should be done at international level, in a
transparent manner, by dividing it into smaller
parts. Nowadays it is commonly heard from the
contractors that 45% of the total contract
amount has to be paid to the Minister and his
special officers. That's 45% of the cost of
construction. The contractor has an average
savings of only 10%. Which cannot be said much
considering the hard work of many years day and
night.
The contracting system should be implemented in
such a constructive manner that no minister or
officer has any influence over it. Tenders
should be online. The work had to be completed
in due course as per the given sample. A
committee of experts should be nominated from
outside the department immediately. If the
conditions are not met, the concerned officers
should be appointed on Friday. In case of
failure, the tender should be canceled. The
money is confiscated. The prescribed penalty has
to be paid in all cases. But he could appeal in
this regard.
The attitude of the police needs to be made
constructive for the younger generation. It is
true that a large portion of today's youth are
addicted to drugs. For drug prevention, it is
important to find out the source of the drug by
conducting a chemical test. Only by cracking
down on the source of drugs can the scourge of
drugs be eradicated. But here drugs are being
sold wholesale under government auspices. Jails
are being filled with drug addicts to tarnish
the image of the people. Even if the police kill
him by taking a headache pill, prescribing
narcotic pounder, the accused cannot escape
punishment. However, there is no definition of
narcotic pounder in the Narcotics Act.
What punishment will you give him who is being
punished for ending his own life? The government
put drug dealers in jails, not drug addicts. Get
drug addicts treated for free and make them live
again. During Badal's tenure, the government has
resorted to various misguided policies to
extract maximum amount of money from excise. The
government wanted a ban on alcohol, but because
it has become part of the culture of NRIs,
bureaucracies, Punjabi youth. Therefore, branded
English liquor should be sold at domestic rate
by reducing tax. Indigenous liquor should be
stopped. Use an electronic system to prevent
adulteration.
Freedom fighters have always been ignored. They
should have the means to earn a living. There
are three types of militants in Punjab who are
entitled to government assistance.
1. Those who fought for the independence of
India.
2. Those who fought against the Emergency.
3. Those who make their constructive
contribution in the freedom struggle from
corruption.
Ex-servicemen have been struggling for a long
time to implement the principle of equal rank
equal pension. The majority of them are
Punjabis. The government passed a resolution in
the Punjab Vidhan Sabha to put pressure on the
central government. A resolution passed by a
state becomes a legal obligation for the Center.
If the Union Government still does not agree,
then the Punjab Government should provide
special facilities to the ex-servicemen.
Today medical research has acknowledged that the
laser system is more reliable than the current
treatment system. Laser treatment is also
cheaper, less time consuming, more reliable and
more durable. At present this treatment is not
fully implemented in any hospital in Punjab.
Staff needs training to implement it in every
hospital in Punjab. Therefore, to rid Punjab of
deadly diseases, a laser research center should
be set up.
