A70. WHEN INDIA STOPPED PRODUCTION OF HEAVY
WATER IN BHAKRA ON MY SPEECH.
This is May 1, 1972. For the first time since I
became a member of the Vidhan Sabha, there was
such a commotion on an unofficial day that there
is probably no record in any Vidhan Sabha. As it
is May Day, Communist MLAs, Hon'ble Satpal Dang,
Darshan Singh Canada and others had moved a
resolution to celebrate May Day. Which was
accepted by Speaker Darbara Singh. All day May
Day, no discussion was to be brought before the
Vidhan Sabha.
Satpal Dang Sahib in his speech on May Day
called it Workers' Day but also said that May
Day is only related to the proletariat of
Russia. Darshan Singh Canadian also followed in
the footsteps of Dang Sahib. Other communist
members also spoke for a few minutes. But they
all took only an hour and a half.
Speaker Sahib asked the Congress members to
speak on May Day but no one got up. Badal Sahib
was the Leader of the Opposition. My seat was
just behind Badal Sahib. Speaker Sahib looked at
Badal Sahib then Badal Sahib gave his opinion to
do House Adjournment. But Speaker Sahib did not
want to do House Adjourne so soon. He looked at
me and said Jalal Sahib you are from the new
generation. You say something, so that the House
can attend and the resolution can be passed
unanimously.
At the behest of Speaker Sahib, I stood up and
requested that Speaker Sahib Labor Day or
Workers' Day be celebrated in every democracy in
the world. But it is celebrated on different
dates of the year as it is related to different
events. But in India it is celebrated on May 1
and it is celebrated as Russian Day.
Mr. Speaker, Russia's proletariat, the current
Communist Party, was engaged in a bitter war to
seize power from the Tsar. On May 1, he
celebrated one of his achievements at Lal Chowk.
Where he would roll a large stone galley into
the Red Square and the communist leader would
climb on it to announce Russia's independence
and the formation of a proletarian government.
Mr. Speaker, this day is celebrated today as
Independence Day. Only independent countries
have the right to celebrate it. India is a slave
country of Russia. It has become independent
from England though. But Nehru has made it a
slave of Russia again. Therefore, this May Day
should not be celebrated in the Punjab Vidhan
Sabha nor should a resolution be passed in this
regard to recognize Russian slavery.
As soon as this word came out of my mouth, all
the cadre members, who were number 13, got up
from their seats and demanded from the Speaker
that his words should be removed from the
proceedings of the Vidhan Sabha. Some Akali and
Congress members said let Jalal speak. Let him
do his thing. But the communists did not stop.
Speaker Sahib adjourned the House for half an
hour.
Assembled by the House, the Speaker asked me on
what basis you call India a slave to Russia. I
said that millions of Soviet magazines and other
literature were being distributed free of
charge. Indian writers are being taken to Russia
for free and converted to the communist
ideology. It is a vicious attempt to atheist,
eradicate Hindu ideology and convert. The
Communist Party is procuring thousands of tonnes
of Sela rice from Hoshiarpur, Gurdaspur at a
price of about Rs. 1 per kg, double boiling it
and sending it to the Russians at Rs. 8 per kg.
Billions of rupees are being spent on propaganda
of communism in India, with the remaining six
rupees being paid as sales tax of about one
rupee per kg. Nehru has given millions of acres
of land to Russia for free to set up Russian
farms. Which is almost uninhabited. But here
poor Indians are being made communists under the
pretext of workers. The comrades then stood up
to remove the nonsense from the proceedings of
the Vidhan Sabha. The Speaker said a lot about
what Jalal was saying. It will have to be
proved. You sit down. But they did not stop
chanting slogans. Speaker Sahib adjourned the
House for the next day.
The rule of the non-governmental day is that the
speaker can say whatever he wants. The speaker
can close his speech at will. The speaker cannot
close the border. The next day the Speaker said
that you have mentioned the Russian farms.
Convince the House about that. So I started
giving details of Russian farms one after
another. Comrades would start shouting for one
reason or another. Speaker Sahib would
adjudicate the House. At that time the house was
open for about six or seven weeks. Congress
members, CM Sahib, Speaker Sahib wanted to hear
me.
On the fourth day, as soon as the Vidhan Sabha
session began, the comrades staged a dharna in
front of the Speaker. This was probably the
first dharna in the history of the Punjab Vidhan
Sabha. He demanded that Jalal apologize.
Impressed by the dharna, the Speaker asked me to
either present evidence or apologize. I begged,
sir, that the Russian farms were some distance
away. But Bhakra is close to Punjab. You form a
House Committee of all parties to visit Bhakra
today. Heavy water is being produced there.
Which has atomic energy equal to uranium. It was
all going to Russia secretly. Even though not a
single gram is being used in the atomic plant.
The trade is banned by the United Nations. When
Speaker Sahib asked Satpal Dang if he agreed to
form a committee of the House, he boycotted
without answering. The Speaker adjourned the
House.
As soon as I reached my room, the entire
Chandigarh press came to my room. They were
asking me where did you get the information
about which we didn't even bother. At around 9
pm, the press arrived from Delhi. They recorded
my statement. The next day, at about 12 o'clock,
some more pressmen came. There seemed to be four
Englishmen among them. I was told by the local
press that it was an international press. Comes
from Bombay. They wanted to know a little bit
about how you found out. When did it happen from
whom? I made my information clear.
The next day I was told by the press in the
Vidhan Sabha that your news has also been
published in the newspapers of USA, Canada and
Europe. But the comrades kept calling it a lie.
On the third day, it was reported in English
newspapers that India had stopped production of
the heavy water that was being produced in
Bhakra. An English language newspaper from
Bombay also reported that the Bhakra project was
India's first plant to produce heavy water. The
production of which has been stopped today. But
the industry minister has refused to say
anything about shutting down production.
