06 The three agricultural Bills are boon or
curse for farmers of Punjab.
Farmers ’Produce Trade and Commerce
Farmer
Product Trade and Commerce (Progress and
Simplicity) Bill 2020.
Open purchase and sale of foodgrains. No tax. No
levy fee. No embarrassment. Sell crops from
your home, from the field, from the threshing field. There
is no fear of crops getting wet, spoiled or
reduced. Ahartis will not be idle. These
intermediaries will become sponsors. But the
commission will charge 50 paise or one rupee per
hundred. Farmers will not be deducted one
eighth of the farmer's income, that is deducted
through Mandi Board. (12.5%). Workers will not be
idle. Existing laborers will weigh, clean, but
only in the farmer's house or field Prompt
payment is ensured. If there is a delay of two
days, the mediator will be the guarantor. In
addition to the buyer, sponsor (Middle man) will also be
responsible for your payment. Interest will be
earned.
The Punjab Mandi Board has been used as a tool
for looting Punjab. I had a Rajya Sabha
election. All four Akali leaders were in jail.
The Postmaster of Chandigarh delivered their
votes by post late. The Congress candidate won.
The Congress government made the Postmaster the
Chairman of the Mandi Board. He looted to his
heart's content.
With the support of Badal Sahib, Lakhowal Sahib
formed an Indian Farmers Union. It is said to be
a non-party affiliation union. But in the
election, open support for the Akali Party was
announced. Badal Sahib made Lakhowal Sahib
Chairman of Mandi Board. Mandiboard looted for
ten years.
Badal Sahib transformed the "Market Development
Fund" into a "Rural Development Fund". Badal became
the chairman of Rural Development Fund. Billions of rupees were
distributed under the name of "Sangat Darshan".
Put most in his stomach, put some in supporters
stomach. The Punjab Mandi Board has an annual
income of about Rs. 4,000 crore. Billions of
rupees have fallen into the hands of the
lutera leaders. Agricultural development is done from
the farmers or from the government treasury.
The Mandi Board was formed in 1961. There has
been a lot of turmoil since then. The money of
the Mandi Board remained almost in reserve.
Badal Sahib became the Chief Minister in 1997.
Bringing the Kisan Development Fund of the Mandi
Board under the Rural Development Fund. The
16-year-old deposited money, Badal in his own
pocket. Apart from dozens banks, about Rs 40,000 crore
from 11 other institutions in Punjab also went
the same route.
The Mandi Board borrows from the Reserve Bank
for the procurement of wheat and paddy. He would
sell the grain to the food corporation or any
other organization and return the money. But it
did not repay the loan of Rs 33,000 crore taken
last year. The Badal government pocketed it.
Strange argument is that it should be converted
into a
25-year loan against the state of Punjab.
Now Mandi Board is a great achievement of the
leaders. Loot is in crores. But there is no
accounting. The big amount goes for the
chairmanship of the Mandi Board. With farmer
leader Postman, Ajmer Singh Lakhowal having Mandi Board.
Board has become a
kingdom of looting for farmers unions. Even now many farmer
leaders are begging for it.
Before becoming the Chief Minister for the
second time, Captain Sahib took an oath to
eradicate corruption. I made a statement that I
would send the Badals to jail within 24 hours of
becoming the Chief Minister. But by becoming the
Chief Minister, he formed a partnership with
Badals. There
is a saying. The booty is half by half. As per Section 21 of the Mandi Board, the Chairman of the Mandi Board is a Public Servant. There may be legal action. But the government thinks it is right to form a partnership. Hundreds of incidents of Badalshahi and Mandi Board are worth mentioning. Which proves that Punjab Mandi Board has proved to be a looter for Punjab. Mandiboard should be abolished. My Punjab Farmers Forum is working to end this to liberate the farmer.
Government of India should implement free word
trade. All the needs of farmers all over India
have been met. The existing purchase centers
will become export centers.
Let us now consider other agricultural bills.
Farmers (Empowerment and Protection) Agreement
on Price Assurance, and Farm Services Bill.
Reliable Prices and Agricultural Services Bill
2020 This bill is about leasing out agriculture, not about leasing out land. The Land Leasing Bill is excluded. Therefore, these are baseless rumors that the farmer will no longer be the owner of the land. Hundreds of such rumors are being spread by some to increase their leadership and gain political advantage. Misleading the farmers and putting them in trouble.
I am giving an example to understand this law.
Pepsi chips factory is in Sangrur district. That
needs a special kind of potato. The potato
nucleus seed can only be grown in the mountains.
That is why this company has been contracting
with the farmers for many years that we will
give you good seeds, fertilizers, pesticides,
financial help etc. and buy your potatoes at a
higher price than the market. But you sow a
special variety for us. Probably no quarrel for
40-50 years. That too is a corporate family.
In the past, such deals were verbal. Sometimes
the payment could be late. At times, due to
inflation, the farmer could refuse to give the
crop. Sometimes the company could refuse to buy
because it was bad. Because such farming has
proved to be unsuitable for the farmer. So if it
is further increased then better quality and
higher yield can be obtained. The farmer's
income can be doubled. The farmer's can
get rid of the paddy. They can grow new crops, fruits etc,
low water consuming crops can be sown.
But for this increase, it was necessary to make
a law to save and protect the farmer. This law
is in favor of the entire farmer. It provides
for immediate payment on the same day. The
buyer of the crop is obliged to make the payment
immediately, the amount will have to be paid
within two days, including interest.
The contract is to be done by the farmer at his
own discretion. To do or not to do. There is no
compulsion. Do with him, who satisfied the kisan. On
whatever terms he wishes. If the company
deviates from the contract, the owner of the
company may be penalized. What foolish company
would be the owner who would go to jail for a
trivial matter and destroy everything he owned.
This has never happened before. It can't happen
in future. Because the agreement is only for
agricultural produce. The land was not given on
contract. The company can only pick the crop and
can not go into the ground.
There is also a clause in it that if a farmer
leases land to another farmer, cultivate it, then the land lease taker cannot get any
building etc in that land for any of his needs. It used to
be that NRIs went out on land contracts. The
farmer got a house for the tractor trolley. He
get electricity connection there. Then he took
up his abode in it. Made a ration card at this
address. When the Canadian returned, the
farmer said that he would not leave the house
because the law was in his favor. No one else
takes the land. The Canadian became the non-owner of
the land. Therefore, there is a provision in the
Act that no company or cultivator can build a
house on a contract land. If created. This is
illegal. Will be punished without testimony. A corporate, that is, a crop contractor, can't even enter the field. He can't even make a house in the field. No land deed was written. He did not even enter the ground. So how will that farmer become the owner of the land. How many gullible farmers died with the shock of how old age would be, when they had no land left. How will he marry the children? The killers are rumor mongers.
Now if there is an oral or written agreement and
a dispute arises, the police cannot take action
as it is a civil case. In the court civil case goes
on for eight to ten years. Verbal proof has to
be given. Witnesses recant. The farmer loses
because the evidence on the validity of the
agreement is not satisfactory.
The contract is a satisfactory document. The
court will have to comply. No further proof is
required. No witness is required. The decision
will be made immediately. The degree will have
to be done in favor of the farmer. In addition,
the court can make a case of treason fraud. The
police can also make a case of fraudulent
betrayal as the Contract Act is considered an
authentic document. To say that SDM and DC will
decide in favor of the company. Absolutely
worthless. Because they will have to decide
according to the law. Arbitrators will be for
both parties. The consent of both is required.
Now the government has accepted the legislation
of appeal in court. It already existed.
Example: The Revenue states that the court
cannot intervene. But millions of revenue cases
are pending in the courts. Lawyers know a lot of
ways to take any case to court.
Friends! Farmers! You are being misled by these
aleged kisan leaders because of their greed.
Owning your land by a company is nowhere to be
found. Will be punished without witnesses. If
you cut off their legs, you are not guilty. Is
self-defense. The current law is in your favor.
Farmers! Avoid conspiracies. Avoid false rumors.
Essential Commodities (Amendment) Bill, 2020
Friends! This bill has nothing to do with the
farmer. This bill is related to big business.
The purpose of the bill is to prevent the trader
from storing a commodity in large quantities and then selling his goods at a
higher price. To prevent this, the government
had issued a licensing system. In which the
information of the stored goods and the quantity
limit was determined. It was based on price.
Chemical storage limits for chemists. Paddy
storage limit for sheller. Vegetable seller's
vegetable storage limit. Similarly, the limit
for storage of wheat, chickpeas, mustard, oil
etc. was fixed many years ago.
Now the market is booming. The requirements have
increased. There is a need to store more goods.
Therefore, the government has brought in a law
that this limit can be increased. It can also be
crushed. But it will only aplicable
when the price doubles or doubles on average
over the last year, or the last five years.
Friends! explain what the Kisan Unions have to
do with this. If the chemist's limit is not
increased then how will he bring new medicines.
Sheller has to store paddy. If the limit is not
exceeded, he will not allow the farmer to unload
the paddy at his seller.
Let's say they will create inflation. There are
about one million farmers in Punjab. India has a
population of 135 crore. The farmer produces
many things himself. It is less affected by
inflation. The rest of the 120 crores eat
everything at a price. If they are not
protesting 120 crores then why few of
Punjabi Sikhs are dying. This bill is 65 years old. Now only minor amendments have been made. But farmer leaders also call it the third law. There are thousands of amendments in India every year. Farmers will die for what. God bless the farmer. God bless Punjab. |
